Scottish Renewables’ response to Scottish Government consultation on draft National Planning Framework 3 and Scottish Planning Policy

The attached document includes the following sections:

  • Executive Summary of both SPP and NPF3 Responses
  • Full NPF3 Response
  • Full SPP Response
  • Annex 1: Presentation
  • Annex 2: Graphs
  • Annex 3: Maps

Scottish Renewables’ response to these consultations highlights our concerns over where we foresee substantial unintended consequences arising from these policies, including:

  1. Inclusion of SNH ‘Core Areas of wild land map’ and the methodology and designation of these ‘core areas’ of wild land as ‘areas requiring significant protection’
  2. Creation of 2.5km community separation distance and designation as an ‘area requiring significant protection’
  3. Inclusion of a range of Development Management considerations within the Development Planning process for preparing local authority spatial frameworks
  4. Policy interpretation of the Wildlife and Countryside Act 1981 which goes well beyond what the law provides

In our response to this we have highlighted the above concerns over SPP as well as calling for stronger and more comprehensive recognition of renewables infrastructure, including grid and heat networks, storage and close alignment with marine spatial planning policies.

Further information on the consultation process and the proposed local plan can be found on the Scottish Government website.
