SR Response: Permitted development rights to support provisions of new homes consultation

On September 3, the Planning, Architecture and Regeneration Division of the Scottish Government released a consultation on permitted development right (PDRs) to support provisions of new homes, which included proposals for PDRs for heat pumps and connecting to heat networks. Our response indicates that the proposals do not go far enough to move the needle on decarbonising heat in Scotland, and miss an opportunity to expand PDRs for rooftop solar installations.
