SR Response: Draft Competitively Appointed Transmission Owner (CATO) license and guidance

23/10/26 | Multiple forums

On August 19, 2026, Ofgem launched its consultation seeking views on the Draft Competitively Appointed Transmission Owner (CATO) licence and guidance, seeking views on the proposed regulatory framework for competitively delivered onshore transmission infrastructure.

Scottish Renewables recognises the potential for competition to drive innovation, efficiency and value for consumers and our response emphasises that the success of the CATO regime should ultimately be measured by its ability to deliver strategic transmission infrastructure on time, maintain investor confidence and support coordinated, whole-system network development.

We also highlight the need for greater clarity on customer protections, connection rights, accountability and risk allocation, while ensuring the framework supports timely network delivery and does not introduce additional uncertainty, cost or delay for renewable energy developers and investors.
