SR Response: Equipping the OFTO regime for the future

On February 2, 2026, Ofgem launched a consultation on proposed enhancements to the Offshore Transmission Owner (OFTO) regime to support the growing pipeline of offshore wind projects. The consultation seeks views on measures to maximise pariticpation and improve efficiency, including reimbursing costs for Enhanced Pre-Qualification (EPQ) application, passporting EPQ status, qualitative bid assessment and managing larger tender rounds. 

Scottish Renewables welcome the consultation and support proportionate updates to keep the regime fit for purpose. Our response highlights the importance of maintaining competition, reducing administrative burden and ensuring the framework can accommodate increasingly complex assets.
