Scottish Renewables Response to Project TransmiT

On Tuesday 14 February, Scottish Renewables responded to Ofgem's latest consultation on Project TransmiT. The consultation was sought views on Ofgem's proposal to take forward thinking on the Improved Incremental Cost Related Pricing (Improved ICRP) model, whilst ruling out a 'Socialised' transmission charging option.
Scottish Renewables central points were as follows:
- Scottish Renewables entirely opposes the continuation of present Transmission Network Use of System (TNUoS) charging arrangements.
- Scottish Renewables believe a 'Socilaised' approach to Transmission Network Use of System charging to be transparent, straightforward and equitable.
- However, Scottish Renewables accept that the introduction of Improved ICRP is a significant step forward and will lead to greater investment in and deployment of renewables than the existing charging framework.
- If improved ICRP were to be implemented, Scottish Renewables seek reassurance from Ofgem that low load factor generation will benefit from lower TNUoS costs in all the Scottish charging zones, despite the lack of high load factor plant in a number of areas. The answer to this question will materially impact our support for the introduction of Improved ICRP, as it would have a significant impact on the charges paid by our members.
- Scottish Renewables remain deeply concerned that the prohibitively high TNUoS charges for the Scottish Islands are yet to be addressed appropropriately under TransmiT. To ensure consistency across the GB network, we believe that consideration should be given to basing TNUoS charges for the islands on a notional cost of transmission upgrade or extension in the GB network, rather than the actual capital costs of these new connections.
